History of the Department

On April 1, 2016, we established the Construction Control Management Center (hereafter, Construction Management Center) as a "department" level organization that specializes in managing the construction business of the entire company from the perspective of the Construction Business Act. This organization is a company-wide organization called the "Construction Safety Management Committee" made up of Hitachi High-Tech and its group companies, and its aim is to strengthen supervisory functions as a measure to prevent recurrence of cases of violations of the Construction Business Act by Hitachi High-Tech.

Purpose of Organizational Activities

Strengthening of the screening of construction work transactions

In order to ensure full compliance with the Construction Industry Act, the Construction Work Transaction Review (Construction Work Management Center) will verify the legality of construction projects, including those subject to the Construction Business Act, and determine whether or not to enter into a contract at the initial stage of the transaction review.

Strengthening of effective control

We have created a "Checklist for Appropriate Construction Systems" and, based on this, we confirm in writing and through interviews with our engineers that our engineers are playing an active role in construction work transactions, including the preparation of construction plans, process management, quality and appearance management, completion inspections, safety management, and guidance and supervision of subcontractors, and we verify the actual involvement of our engineers at each stage of the construction work transaction (during the transaction review, during the construction period, and upon completion of construction).
In addition, the necessity of having a full-time engineer on site, the level of the engineer on site (supervisor or foreman), and the validity of the engineer's qualifications (employer/certificate of qualification) are verified during the transaction review. After construction begins, the construction guidance and supervision are confirmed to be carried out appropriately through the construction system diagram, safety log, minutes, work procedure manual, guidance records, etc., and interviews with the engineer.

Strengthening the checking function through audits

By conducting document and on-site audits, we will ensure that operations are carried out appropriately without any legal violations, and we will also strengthen our checking functions and work to prevent any violations of regulations from occurring.
In addition, the Construction Management Center also has supervisory functions for orders placed by the company (non-operating transactions), so it is organized with representatives from all relevant company departments (legal, finance, procurement, and services departments) serving concurrently.

Activities

1. Determining whether or not a construction project is applicable to business transactions or non-business transactions at the pre-transaction stage. By clarifying the basis for determining whether or not a construction project is applicable to business transactions and creating a workflow, we will strengthen checks and balances in the transaction department and Construction Control Management Center and manage the results of the determination as records.
2. Registration and management of engineers assigned to construction projects, management of appropriate construction documents, monitoring of actual involvement on site.
3. By participating in the Hitachi High-Tech "Construction Safety Management Committee" activities, we will work to prevent accidents by sharing and exchanging information within the Hitachi High-Tech Group, preventing omissions in responses to revisions to laws and regulations, and reporting on the thorough dissemination of company-wide policies, internal rules, and systems.

Future Prospects

As construction work is a field that is directly linked to compliance, safety and quality, we will prioritize "safety first" and "good over bad" above all else, and will strive to achieve zero accidents, zero violations and zero disasters, based on the spirit of "safety > quality > delivery > cost".
